			<content:encoded><![CDATA[<p>The California Workforce Investment Board&#8217;s  Green Collar Jobs Council&#8217;s  business plan states that it will &#8220;Catalog the resources available to business to create and compete in the green economy.&#8221; In addition, the council set out to demonstrate that California is the place to invest, in part because of the many public resources to bolster competitiveness. The outcome of this collaborative effort was California&#8217;s Business Services Resources Catalog, which is a list of resources including grants, tax credits, incentives, rebates, and financing resources that can assist California&#8217;s businesses to remain competitive in today&#8217;s global market.</p>
<p>The State Board, in collaboration with the Air Resources Board, has begun to explore and develop a relational database/web-based platform for the catalog. This web-based tool will optimize its use for all end-users by providing an easy way to search, sort, or browse for specific resources. The users will be able to query the catalog for targeted results.</p>
<p>In the meantime, A PDF version of the catalog can be viewed on the State Board website at: <a href="http://www.cwib.ca.gov/">www.cwib.ca.gov</a>. The catalog is updated every six months with the latest versions posted to the website in mid-April and mid-October.</p>

<span style="font-weight:bold; color:#9A5B61; text-transform:uppercase; font-size:13px;">Project Status</span></p>
<p>A number of agencies are working together to develop SR 11 and the Otay Mesa East POE, which include SANDAG, Caltrans, General Services Administration (GSA), U.S. Customs and Border Protection (CBP), U.S. Department of Transportation (DOT), and the Federal Highway Administration (FHWA). Counterpart agencies in Mexico include the State of Baja California, City of Tijuana, Aduanas, Secretaría de Relaciones Exteriores (SRE), and Secretaría de Comunicaciones y Transportes (SCT). This effort involves the coordination of a number of studies on the various aspects of the project. An update on the status of each of these studies is included below:</p>
<p><a name="3"></a><br />
<span style="font-weight:bold; color:#9A5B61; text-transform:uppercase; font-size:13px;">Environmental Analysis</span></p>
<p>The environmental analysis for the project has been conducted in two phases/tiers: a first tier, &#8220;Phase I,&#8221; programmatic level study, and a second tier, &#8220;Tier II,&#8221; project level study. The two-tier process was selected because it would allow for critical milestones to be achieved earlier in the project. The milestone of an Approved Presidential Permit allowing for a crossing at the international border required environmental documentation of the proposed program. A POE would not be approved for operation without this. The Final Phase I Program Environmental Impact Report/Program Environmental Impact Statement (PEIR/PEIS) for the project was completed in August 2008 and received approved by the Federal Highway Administration in October 2008.</p>
<p>The Tier 2 EIS/EIR is currently underway and a Record of Decision (ROD) for the Tier 2 EIS/EIR is anticipated in early 2012. The ROD for the environmental analysis will be an important milestone for the project as it will allow for the project construction to proceed in 2013, with the project completion anticipated in 2015.</p>

<span style="font-weight:bold; color:#9A5B61; text-transform:uppercase; font-size:13px;">Project Development Study (PDS)</span></p>
<p>Caltrans in partnership with General Services Administration (GSA), began a Program Development Study (PDS) for the Otay Mesa East POE project in fall 2008 and approved the project PDS in July 2011. The PDS is used by GSA to determine important information critical to the project&#8217;s development, including confirming space and functional requirements and developing a construction budget for the project. Approval of the PDS provides the project team with solid foundation to pursue funding for the design and construction of the project.</p>

<p>A Traffic &#038; Revenue (T&#038;R) Study for the toll facility will be developed as part of the project. This study will provide an estimate of the revenue generating capacity of the project. The T&#038;R Study will satisfy the demands of the investment community that this is a financially feasible project, as well as provide valuable information regarding border crossing issues and challenges which will be used for project evaluation and scenario development.  It is anticipated that the results of the T&#038; R Study will be available in March 2012. </p>

			<content:encoded><![CDATA[<p>U.S.Customs and Border Protection officials will open a pilot pedestrian Ready Lane at the Otay Mesa port of entry on February 23.  Similar to the existing vehicle Ready Lanes, any traveler with an approved document that has Radio Frequency Identification (RFID) technology can use the lane for a faster border crossing.  The pedestrianReady Lanewill operate from 4 a.m. until 8 p.m. Monday through Friday and from 8 a.m. until 10 p.m. on Saturday and Sunday.  Documents that may be used in theReady Laneare: theU.S.passport card, Trusted Traveler cards (SENTRI/ FAST/Global Entry) and the newer versions of the legal permanent resident and laser visa/border crossing cards issued after 2008.  All travelers over 16 years of age must possess an RFID-enabled card to use the lane.</p>
<p>“This pilot will allow us to test the best ways to leverage existing technology to shorten processing times for travelers crossing the border on foot,” said Chris Maston, director of Field Operations inSan Diego.  “At CBP, we are committed to continuing to find ways to make our border safer and more efficient.”  CBP is installing three new kiosks at the Otay Mesa border crossing for the pedestrianReady Lane.  Travelers eligible to use the pedestrianReady Lanewill approach the facility from the left, in a separate line from general travelers with non-Ready Lane documents.   When a traveler approaches the kiosk they will scan their document, allowing it to be read electronically before they approach the inspection booth.  This allows the CBP officer to receive the traveler’s information in advance, allowing for faster processing while enhancing overall security.  </p>
<p> CBP officers need real-time access to a traveler’s information to make a rapid and thorough admissibility decision.  By receiving the information in advance after the traveler scans their own document at the kiosk, the CBP officer can focus on the individual instead, improving officer safety and allowing for faster processing.</p>
